AIDA Dead Time

AIDA Dead time histos aren't calculated or filled yet It's complicated to work out and didn't really work in Go4 but I had an idea of how to implement it At worst case a simpler histo of count of PAUSE/RESUME over time should be ready for S100 because monitoring AIDA dead time is useful (ideally it should be 0 though)
